15 minutes delay and no ads - ESL One Germany 2020 community streaming rules

ESL One Germany 2020 starts today, and the tournament organizer has presented a list of requirements for community streamers. ESL had previously submitted requirements for the tournament, but at that time, they were softer.
List of requirements for community streamers:
- Community streams need to base exclusively on DotaTV and have a delay of 15 minutes on top of DotaTV
- Community streams are strictly non-commercial
- In a chat, a message with a proposal to switch to the official broadcast of the tournament has to publish automatically twice an hour
- Stream title has to start with: "ESL One Germany 2020 team A vs team B"
Valve's rules went into effect last month, requiring community streamers to comply with tournament operator requirements.
